According to the text on the back, the photo was taken by the "Finnish Travel Information Bureau" and is an international news photo.
The text reads:

"Military hero of Finland is still in harness. Helsinki (Helsingfors), Finland - although he is now 72, field marshal baron Karl Gustaf Mannerheim, is still an important figure in the military affairs of this little republic. Marshal Mannerheim led the forces of Finland in the war that brought independence to the country. Finland does not expect that war will result from the present Russo-Finn negotiations but all preparations for war are being made and all available man power is being called to the colors. "
